On my Ubuntu 10.04 desktop at work (kernel: 2.6.32-22-generic), udev eats too much CPU (7%). That's with a Firefox with a few tabs (including one with a flash-based web radio), Evolution, Gnome-Terminal and gedit, without desktop effects. I haven't noticed anything similar with my home Gentoo desktop with 2.6.33 or 2.6.34. Indeed, on Ubuntu there are numerous uevents of the following form:
