As promised, the second Email:The question is to go either fully stateless for the server, fully stateful or let the implementation decide. We - the authors - believe that letting the implementation decide is the right thing to do. If anybody would like to reliably offer RTT estimates or "advanced" operations, then the implementation needs to deal with the state management. If an implementation would rather operate statelessly, then by all means. The signalling stays the same and we offer the greatest possible flexibility to implemeters.
