presenting your idea in the IETF draft format ?

At first glance, your idea must also be applicable to IPv6 to be considered by

Please review my proposal to use ARP in order to resolve FQDNs in a LAN, my 
proposal is very useful when the ARP and DNS caches are empty or when there is 
no DNS server. (please consider this case).
