In addition to the other concerns raised so far, I'm also concerned about the parcel's influence on fair scheduling in networks. Given ~80% flows are small (even smaller than a single parcel) and delay sensitive, the parcel may starve these flows and causes poor performance overall. I think rigid simulation and evaluation are needed to verify the idea and understand its implications before adoption. Thanks! Haoyu
