(Sorry, I had missed this call for adoption.)
As far as I can tell, this is a bad idea. It asks the network to do
significant extra work in order to provide a small improvement in the
performance of the hosts. Under the rare circumstance that the host is
sending a very large amount of data in a single application, and that
data transfer is rate limited by the I/O rate of the host and there is
no contention for network resources that will reduce the fandwidth
available to the sending host.
I do not think int-area (or any other IETF working group) should adopt
this work.
