I had a dead mail server in my configuration for a while. Gnus accepted
that without a problem.

It looks like you have enabled the debugger. Do

M-x toggle-debug-on-error RET

to switch off the debugger. Then, in the *Group* buffer you can type R
to restart Gnus (or, just kill that buffer and start Gnus normally). It
should work fine (with some message at the end of startup concerning the
server that is down).
