Gnus by default only shows groups with new articles in them.
You can press 'L' to show even groups with nothing new in them.
Or do you mean that the subscriptions disappear? If so: no, that is
not normal.

Press 'u' on the groups you want to subscribe to. Then press 'q' twice
to return to the *Group* buffer. Then press 'g' to get new news.
All groups you have subscribed to should appear, and stay (only shown
when they have unread articles).
