Just to follow up on this, I realized as Joseph pointed out, the larger problem is my MTA shouldn't be delivering RFC-breaking messages to the Cyrus backends.
However, sendmail seems to set L=0 on the Cyrusv2 mailer, and doesn't provide an easy way to redefine it in my macro file. I hand-editted (ugh) the sendmail.cf to add ", L=2040, " and this will prevent this situation from arising.
