May be this is not related to 'cyradm'.

1. Is localhost setup in /etc/hosts
2. Can you ping localhost?
3. How are the hosts resolved? 
  Check /etc/nsswitch.conf and if only 'dns' is listed against 'hosts' 
  then add 'files'.
