With sendmail, you normally use cyrus "deliver" command instead of procmail. However you may perhaps make procmail invoke deliver at the end of a global procmail script (I never used procmail)...
However, if you just want to have the possibility to forward messages: sieve can do that for you. Combined with timsieved and something like websieve, smartsieve etc. the users can configure the settings via web.
