I'm no sieve expert but this works on my system:

if header :contains "Sender" "owner-info-cyrus" {
fileinto "INBOX.lists.cyrus";
}
Did you include the require line? Or maybe sieve needs the opening
squigle bracket on the if line. Did you read the rfc?
