I guess you don't consider 'sendmail' an external program then. And since
when has sendmail been in /usr/lib/sendmail?

Though on the whole I agree with you. We use a content handler off postfix
to inject the X-Spam headers (depending on the user) and then use sieve to
filter on them. And this relation extension would be a really great help.
