The verse
ṣaraṃ pradhānam amṛtākṣaraṃ haraḥ kṣarātmānāv īśate deva ekaḥ /
  tasyābhidhyānād  yojanāt tattvabhāvād bhūyaś cānte viśvamāyānivṛttiḥ  // 1.10 
//
Is found in the Śvetāśvatara Upaniṣad [1.10].

So this is not a classical composition, and therefore not subject to the rules 
of classical meters. We have to treat it as a late Vedic verse form.

Quarters c and d correspond to vaiśvadevī and śālinī, but a and b I cannot 
identify in Apte, though b seems a variation of śālinī with the first syllable 
laghu.
