This is why Debian has 3 tracks: stable (release), testing and unstable (dev). Unstable is always the lastest (possibly broken) stuff. Testing is where testing is done and is the one that gets frozen in preparation for releases to stable.
Perhaps someone in Oracle could consider creating a testing branch which can undergo freezing and leave the dev branch as one that never gets frozen (with the understanding that if you track against dev then you may miss a release point).
