rmvolmgr steps in only in absence of GNOME's own automounter. It used to be gnome-volume-manager, since recently it is Nautilus. All of the above use HAL as a higher-privileged agent to do the mounting, but HAL itself does not initiate it.

So in addition to disabling rmvolmgr, you need to disable Nautilus's automounting. Start gconf-editor, go to apps > nautilus > preferences, and uncheck "media_automount".

That should disable automatic mounting. You would still be able to do it manually with rmmount(1) command.
