I agree that it should become the default in Nevada as well, but I think a 
separate ARC case has to be filed to make SHA256 the default for Nevada.  The 
following statement is from the PSARC 2007/642 proposal:
...
This case does NOT change the default crypt(3C) algorithm in policy.conf(4),
that will be the subject of a future case, it does however update
CRYPT_ALGORITHMS_ALLOW for new installs but does not do so for upgrade (since
that could change an admins intended policy).
...

Also note that although 2007/642 was putback in build 90, but there was an 
important bug fix in build 97 (6733782) that is needed for SHA256 to work 
correctly.
