This isn't listed in http://cgit.freedesktop.org/ModemManager/ModemManager/tree/plugins/77-mm-zte-port-types.rules it might need a quirk; open a bug against ModemManager and provide lsusb output and describe the problem; it may help to search for how to debug modemmanager problems and attach that output as well.
