On Debian systems you can install the package "php-horde-webmail".
This should bring in all the required packages.
Then you can login via the web interface and configure your database.
(Administrator, no password)
Create a blank horde database via mysqladmin, and then run #
horde-db-migrate to populate it.
Lastly, configure your backends.local.php file for user authentication.
I believe this worked for me on a Debian 11 (Bullseye) system.
