Why prefs.php? Seems to make more sense in backends.php (since it
is tied to mail backends, not preferences).
I search for the pref to lock the menu entry :)
'remotemanagement'. Or you can just remove the 'remote' pref group.
But this would still allow someone to manually create remote accounts
if they were smart enough, and the internal code would still need to
check for remote accounts. Disabling via permissions prevents all of
this.
