is on Firefox 28.0 - upgrading to 29.0.1 doesn't seem to make a
difference.
IE 8.0.6001 doesn't show the signature box, nor does Chrome
34.0.1847.131 m.
You will probably have to debug yourself why this isn't working for you.
Whether the signature is shown is determined via
IMP_Prefs_Identity#hasSignature() (imp/lib/Prefs/Identity.php) so
that's a good place to start.
