At the configuration page in the shares stanza the administrator can
select the kind of shares the users can create. Either no sharing at
all (all applications), sharing with their own group or share with
anyone. But to my knowledge you can not limit it to only contacts.
Where exactly it is? I was already trying to find it but without any
luck. Thank you.
As administrator click the Horde Icon -> Administration ->
Configuration -> Horde -> Shares
