Oh, sorry for mistake. However the problem still persists after I
changed it to
$_prefs['blacklist']['locked'] = true;
$_prefs['whitelist']['locked'] = true;
You aren't using the prefs storage backend. So these prefs have no effect.
This is not true, we use the "locked" flag of the preferences for
other backends too.
