It's a while back, but if I remember correctly, this would only happen in IMP 4 on user request. This is only (partially) true for the standard view. The IMAP mailbox list is cached - however, the sidebar needs to be recreated on every page load.

But the standard view is no longer tweaked for these kind of performance issues. That's what the other views are for.
