NO. Images (and any other data) MUST be attached to a message like
any other attachment. Pasting & drag/drop to the HTML message window
are terrible ideas because:
1. They can cause the window to crash with large attachments
2. It does not work cross-browser
3. It allows EVERY single one of the attachment limiting prefs/config
options to be ignored (loophole).
The proper way of implementing this is to create a ckeditor plugin
that uploads the data to the server as an attachment if it detects a
paste, drag/drop, or the user manually inserts an image via the image
plugin. This plugin does not exist (cksource sells a non-open source
solution - ckfinder - that may allow you to do this, but there is no
open source equivalent).
