With the old version of Horde WebMail 4 it did work and it worked perfectly.

Do you have an 'ingo/config/backends.local.php' file? If so, what's in it?

No, I do not have a ingo/config/backends.local.php file, only a
ingo/config/backends.php which is the orginal file
