Doing a google search for something like this, first thing I came

But trying to follow the example(s), I seem to be getting an empty
$userId passed to the pre authenticate hook, so am still missing

You most likely want the preauthenticate hook. See
horde/config/hooks.php.dist

No. That above wiki entry has nothing to do with Horde 4. And it
talks about a hook called '_horde_hook_preauthenticate', not
'preauthenticate'.
Please read horde/config/hooks.php.dist about the hook titled
'preauthenticate'.
