Horde 3 (or IMP 4 actually) has a preference to show a charset
dropdown list in the compose window.
This is not shown here, dunno how to enable it actually.
Manually setting the user prefernce (i think sending_charset) to UTF-8
does the trick. However I'd very much prefer if my users always use
UTF_8 by default.
It's the sending_charset preference, and like any preference you can
set a default value for it.
