You don't need and indeed it is not recommended to create your own CA. You need certificate/key pairs signed by some "well-known" CA. Then you have to set in the Horde administration panel (IMP) the path for openssl and the trusted CAs. Next is to activate s/mime in the user settings and import your certificate/key. With this you are able to sign/decrypt/encrypt mail handeled by Horde/IMP.
