I'm having trouble with horde (3.1.4) / imp (4.1.4) with e-mail from

This problem came about 3 weeks ago and has not done anything on the server
that would justify this problem. Anybody here on the list have been through
this situation?

Extra linebreaks in the message source is never going to be an IMP (or other MUA) problem. This is an issue with the MTA. And there is nothing an MUA can do about this - the RFC states that the first blank newline indicates the separation between the headers and body text.
