mail, HTML composition window comes, but option to select the
stationary does not come. However, if he makes 'HTML
composition' as the default, stationary selection option comes.

No, sounds like a bug. The stationery only appears if one has a
stationery type (text vs. html) that matches the current compose
mode. That should work whether the compose is selected manually
or automatically.
