Why is IMP using quoted-printable and not base64 ?
If you are using firefox, try this : stop firefox, remove file named mimeTypes.rdf in user's profile folder, start firefox and try again.
Sometimes for whatever reason, firefox doesn't detect the right mime type and tells IMP that the attachement/uploaded file is a text file.
