Depends on how you configured the Permissions System, either in the
DataTree table or in a separate table. But I have no idea what "All
Permissions" should be, and why it is supposed to be created.
2. Once that's all working, and I set up an imp permission to limit
the total number of messages sent before being locked out for 24
hours, if I need to remove a user from that locked out state how do
I do it?
You need to delete entries for this user in the imp_sentmail table.
