If you are looking for a Turbo C++ compatible Linux IDE then go for
RHIDE. I have used it on DOSEMU ( DOS Emulator ) during my student days
so I can recommend it. Probably the DOS version should run under Wine in
case the Linux Version is not good enough. I used FreeDOS under DOSEMU.
