Accessible through anonymous CVS Newlib is a minimal library for embedded targets. Get the sources and build it. You can build GCC as cross compiler hosted on a Linux platform, with GDB and other utilities too. That is, as a complete tool chain (with simulator, et al.), hosted on Linux. Supported targets http://gcc.gnu.org/install/specific.html And simulators are available for arm, mips, sh, h8300, i960 and many other targets. Building from sources is easy, if you need help with the options, then I could help you.
