I have to submit a comprehensive proposal to the Central Govt.
for
First Project
providing Inter Connectivity e-Governance between Country Wide
chain of Schools setup for with following points
and Headings :-
1. Administration Point of View and cost.
2. Cost of Training.
4. Inter Connectivity between all the schools.
5. Type of Hardware and Software which will be used.
6. Cost of Each Module.
People expecting results in less than 6 months please excuse.
The complete proposal will be structured by us covering
all the aspects of implementation and execution.
All constuctive suggestion in this regard are welcome.
At the same time i am also looking to form a team of Organisation
and or individuals from very begning.
Second Project
1. Proposals are invited from reputed professionals/experienced
IT consultants, to take up Citizen's Information and Facilitation
Counters, which involves the following areas:
(i) Evaluation and Benchmarking: Consultancy services would be
required for shortlisting of bidders, award of contracts and
evaluation of (i) Citizen’s Charters,
(ii) Citizen's Information and Facilitation Counters,
(iii) a) programmes and schemes for good governance,
b) formulation of scheme for awards to institutions acknowledging
excellence in public service etc.
c) Application of Information Technology in Government which
inter alia includes
d) projects and initiatives for e-Governance encompassing citizen
centric services,
e) electronic work flows and e-delivery of services to citizens,
f) portal for Government websites, award for best websites and for
innovative e-Governance practices and projects,
g) Office Procedure automation, training and capacity building,
electronic documentation of methods, standards & procedures
for e-Governance,
h) providing Indian language interfaces and localisation of
software to provide multi-lingual support,
i) web based on-line learning, repository of utilities and
tools with reusable components for use in various applications ,
j) integrated/convergent delivery of services, data mining and
Central repository of information for the Government intranet solutions,
k) development of multi-media presentations, films, documentaries
and media publications for dissemination of information and
campaign materials etc.
(v) Development of Knowledge Management System encompassing areas such
as identification, validation and documentation of best practices and success
stories in government and public sector, compilation of administrative and
socio-economic data including administrative intelligence, preparation of
CDs/Videos, electronic tutors on various topics and issues relating to public
management and best practices, organisational learning, use of Intelligent
Agents/ expert systems etc.
(vi) Research Projects in Administrative Reforms such as simplification of
rules and regulations; comparative studies of Good Governance practices,
analysis of suggestions for administrative reforms, improving work environment
in government offices, advice regarding management of change, leadership,
team building, management practices, etc.
(vii) Assessment of Quality in Govt. Organisations: Various activities
identified include development of a Charter Mark for Certification of
Citizen’s Charters, Public Service Excellence Models, indicators for measuring
Good Governance, measuring productivity in government, standards for public
grievances redressal, a model of `Quality State’ or Governance Excellence
Model (GEM), a Public Grievances Rating Model, Excellance Rating Model for
use of IT in Government, implementing Total Quality Management (TQM) in selected
Government Organisations, etc.
2. The applications may be submitted with the following details.
(i) Organisation’s brochure with full details of registration, address, phone,
fax, e-mail, infrastructure, personnel and facilities available.
(ii) Details of projects/assignments done in the above area(s) including
international experience, if any, for which the application(s) is/are
proposed to be registered; such details should include list of clients
(particularly Government/public sector), details of the projects executed,
their timeframes, budget, etc.
(iii) CVs of the key resource persons proposed to be associated with assignemnts
in the area(s) of choice.
(iv) Types of projects that could be taken up in various area(s) such as
those listed above for which the application(s) is/are being invited.
(v) Any other information which the organisation may like to provide in support
of its offer.
3. Individual consultants may send a copy of their detailed bio-data
covering items (ii) and (iii), along with type of projects that could be
taken up by them as at (iv), in para 3 above.
4. The application(s) should clearly indicate the area(s) and sub areas
(out of the 5 major areas listed in para 1 above) for which the
registration/empanelment is sought. If a consultancy organisation/consultant
is interested in more than one area, separate applications could be sent
in the same cover superscribing the specification of the area on each application
separately.
