as far as I know, any file diff program can be used with cvs. CVS also has a
built in diff program. Under windows with WinCVS I use MS WinDiff. It is not
great, but good enough. I also use winmerge at times. Winmerge is quite
good, but as the name says it is win only. It is OSS, though ;)
