Does anybody knows some function in Linux which can tell u the CPU limit?

Hi how can I have the following information from the /proc .
Part of an automation effort in a timed (ok croned script).
CPU usage - User / System 
Couldn't find :( .
Number of Processes ?? Do I need to count them ls -l [0-9] /proc | wc -l
or is there a better way.
Memory usage 
cat /proc/meminfo (OK)
Disk Seek time  ??

Disk Model number for an IDE at
cat /proc/ide/ide0/hda/model
