Prateek's suggestion makes a lot of sense. But before approaching, again 
emphazing on the need to think through and far, we should be clear in both 
our approach and agenda. 

I personally belive that the LAP project should not be given too many 
dimensions. There is a possibility that it may not gain weight in any one of 
them.

This is an attempt made by FSF_china to promote linux/free software in schools 
and universities. 

Maybe even we should think of it in these terms. This can be conceptualized 
around Pankaj's idea of having a competition.
