With qmail you can apply a filter to each incoming mail. How
about adding a pgp encryption system to all incoming mails
where you encrypt everyone's mail using their public key.
And the users then use something in their mail clients to
automatically decode each of their mails.

But on the other hand, I feel that this is a really
unreasonable request. You can't really have secure mail
unless the users use some form of encryption. If the users
want privacy then ask them to use s/mime or pgp. Thawte
offers free personal certificates that you can use for
s/mime with most mail clients.
