A part of iptables is in userspace handling user input. Your file in question is an 
userspace shared object(.so) and should be in /lib/iptables.

BTW, which command are you passing to iptables? Even I dont have the
ipt_drop.so file, but then, I have a 7.1 install.See what the version
of your iptables package is.
