A bunch of really great people made http://www.netneutrality.in/ and http://savetheinternet.in for spreading awarness and sending mails to the TRAI. The questions that TRAI has laid out in its 100+ page paper is really hard to be understood and a bunch of lawyers came together and wrote answers for them. The effort is really amazing and humbling IMO. Also, All the development of the website is being done here: https://github.com/netneutrality/ so feel free to contribute :) Also since it hasn't been mentioned, please share http://savetheinternet.in with everyone you know and ask them to send an email and share it on as well.
