Creating your own DB might be something more than what you can handle. There are services that maintain IP/region/City/ databased with APIs to query and use them in your app. Most provide a light version of their service/db. I am not sure how these services handle IP allocated to mobile devices though. You may only get region info in such cases. Keyword search "geo ip location service" Please share your experience.
