I am located in Mumbai -- same story. I have seen certified engineers not able to answer basic questions on RHEL/CentOS platform they are certified for. I tell candidates not to tout their certifications 'cause it is worth the wrapper for peanuts. The curriculum is global. I have friends (experienced admins in fairly large data centers) in other parts of the world; a few of them had to repeat the exams. Here, I see fresh graduates with little/zero experience getting certified in their first attempt yet many are unable to perform simple sysadmin tasks. It makes one wonder how is this possible.
