Try http://www.fogproject.org with APt-cacher and I think this will be suitable for you as FOG can be integrated with AD also. FOG project can be implemented in Virtualized environment also. Create a machine or couple of machines with different sets (one with Ubuntu+Eclipse etc., and another with Ubuntu+RoR etc.,with all the updates possible) and these master images can be cloned on to desktops using PXE. It will take maximum 7-8 minutes for the total desktop to be ready. Hope this is what you are looking for and let us know your progress and also what solution you have deployed.
