Not necessarily true. You can always setup an offline Rails project, and use it for demo purposes. Rails does come with a built-in web server. Or you can also set it up with a web server on localhost. Many do have Internet connectivity on their mobile phones, and if required, it can be shared to the laptop for Internet usage.
