Do you need RHEL in particular ? Centos is a community compilation of 
the RHEL packages. You can check the packages and version between 
RHEL-5.7 and Centos-5.7 on distro watch. They should be the same.

I think, what you are looking for is CentOS. There are a lot of mirrors 
where you can download CentOS from, check out their website centos.org

On a side note, you will see a lot of mention of term "North American 
Enterprise Linux vendor" on their website which AFAIK means Red Hat. The 
alternative name is used for legal reasons, I believe.
