Like many other things in Gnome, the information is stored in gconf. Use `gconf-editor` and look under `/apps/gnome-power-manager/thresholds`. You might also consider looking at the `use_time_for_policy` key in `/apps/gnome-power-manager/thresholds` if you decide to use percentage instead of time to judge when to do things.
