So my thought is that Even if we make the Govt to go for FOSS; Will the
users be ready?

Think of playing Games in Linux. I bet thats the first thing most school
children would do. So I think we are just pushing the expenditure away from
govt and towards the children making the money to flow away from single Co
to local service centers and such.

I think most of you would also at sometime be approached for ** repairing **
the ** useless ** laptop and make it ** workable **( Read as "reformatting"
the "Linux" and make it "boot Windows"). Don't read me wrong, but thats what
most people think and would do.
