Try, stopping networking services (ensure that the wifi interface is brought down) and do modprobe -r on the wifi driver module and reload them (using modprobe). This technique worked on my Slackware running on ASUS 1201T for a similar problem. Haven't tried on Ubuntu though. On Slackware, I do not use NetworkManager. I'm using good old iwconfig tool (created my own custom network service management script using this) and it works pretty well for me.
