I think you are mistaking VM to be VMWare  - VM stands for Virtual Machine.

There are quite a few FOSS VM solutions - VitualBox, Linux KVM,
openVZ, XEN  (FOSS parts), qemu, bochs  to name a few.  I would
suggest that you first get a good understanding of the various
virtualization techniques.   Search the 'Net, learn the fundamental
concepts, then lay down your requirements and the look for a solution
that best fits your needs.
